He may have been born in England and was working in western counties of New York by the 1830s. Parks is best known for the posthumous portrait of Nicholas Catlin (attributed) of Tioga, New York, in the collection of the National Gallery of Art that includes a large floral arrangement. A similar floral arrangement appears in a portrait of Catharine J. Rogers, painted in 1837. A penciled note (copied from an original inscription that was lost due to relining) indicates that this portrait was painted by Joel Parks and depicts Olive Burr (1782–1870) of Onondaga County, New York. She was the daughter of Judge Ozias Burr and Olive Atwell Burr.
